The Housing Authority of Whatcom County is soliciting bids from qualified general contractors for restoration, rehabilitation, and flood mitigation at Sumas Square, an existing 11-unit multifamily building. Work includes elevating the structure, foundation and flood-mitigation improvements, roof and building-envelope upgrades, mechanical, electrical, and plumbing work, accessibility and interior rehabilitation, parking-lot improvements, and related site work. The project is partly funded through Washington State’s CDBG-DR program using HUD funds; bids are due November 16, 2026, at 12:00 p.m. Pacific, following a mandatory pre-bid site walk on October 27.
