Westchase District

The meeting included a presentation on the Grand Opening of Woodchase Park. A report was given on fundraising for the Greenspace for Westchase Program, which met its goal of raising $3.2 Million. The board ratified approving the Health Insurance Contract with Blue Cross and Blue Shield, and an annual contract with Galveston Houston Archdiocese for a Farmers Market. A contract with District Management Services was approved. The board accepted the resignations of Tim Johnson, Greg Cardwell, and Andy Lear. Diana Santos was appointed to the Westchase District Board of Directors. The board approved delegating authority to the Beautification Committee for approval of a contract with Westchase Community Association I and II for Landscaping Contracting Services. Contracts with Camden Property Trust and Westchase District Community Fund for naming rights for Wilcrest Park were approved. The board approved a Resolution and Certification and Program Assurances agreement with Texas Parks and Wildlife for a Grant, and an updated 380 Program CIP and Plan of Action. Contracts for services at Woodchase Park were approved. A contract with Binkley and Barfield for engineering and telecom services for Wilcrest Park site was approved. A contract with Asakura Robinson for Landscape Architectural design services for winter freeze damage to Wilcrest Esplanades was approved. The annual insurance contract with TML was approved. The board approved to hold a Public Hearing on October 21, 2021. Directors were appointed as hearing examiners.

The Harris County Commissioners Court approved Westchase District projects, including the reconstruction of a segment of Meow Glen to improve drainage, safety, and mobility, and the West Chase Promenade to create a walkable corridor. These projects represent a significant investment leveraging funds from Precinct 4, with a focus on partnership projects to maximize impact. The court will announce the 2024 places for people winners in the next two weeks.

The meeting included discussion of Metro projects and their service in West Houston. The board approved 2020 Audit Reports for Westchase District and Westchase District 380 Program. The board approved the following disclosures from the board: Donna Flowers, Greg Cardwell, Jim Russ and Pamela Culver. The board approved the slate of directors for reappointment to the board. The board approved two revisions to the Employee Handbook: to combine PTO and Vacation time and account for them as PTO time and to approve 10 days as the maximum number of leave days carry over from year to year, no matter the length of employment. The board also approved a revised Broker Dealer list for the District, the resignation of Nancy Bailey from the Board of Directors of the Westchase District Community Fund, the fundraising agreement with Westchase District Community Fund for Parks Programming and Event Sponsorships, the revised Wilcrest Park Design changes, a funding request with FTA for as much as $6 Million, task order #1 with EHRA for On-Call services for Meadowglen, and a contract with BQR Advertising.

The council acknowledged Jim Murphy and Irma Sanchez from the West Chase Management District after passing item 38 on the consent agenda, which is related to a 380 agreement. The agreement aims to enhance infrastructure and park improvements in West Chase. Council members expressed their appreciation for Murphy's long-standing service and looked forward to working with Sanchez.

The operating budget includes assessment income, interest, park event sponsorships, park rentals, and metro income. Expenses include administrative expenses such as staff payroll, payroll taxes and retirement, insurance, office and admin expenses, district expenses, and public safety. Additional expenses include beautification and maintenance, park maintenance and operation, and communications. The budget also covers HPD patrol, SEAL patrol, police vehicle maintenance, landscape maintenance, irrigation, water, transit maintenance and operation, advertising, PR consulting, and website maintenance.
