This Integrated Preparedness Plan (IPP) outlines the organization's preparedness priorities, addressing its role, administration, and review processes. It establishes priorities based on comprehensive analysis, including threats, hazards, risks, capability assessments, corrective actions from past incidents, external requirements, and accreditation standards. The plan emphasizes continuous monitoring, tracking, and reporting of improvement actions to ensure sufficient and effective capabilities in addressing identified risks and informing future preparedness cycles.

This document outlines the key elements for developing a Multi-Year Training and Exercise Plan (MY-TEP). It details components such as the plan's administration, participants, scope, location, timeframe, and purpose. The framework emphasizes establishing program priorities based on identified gaps and community stakeholder feedback, developing core capabilities, and providing rationales for these priorities. It also describes supporting training and exercises, a methodology for tracking progress, incorporating lessons learned, and a multi-year schedule designed to progressively build skills from introductory to advanced levels.

This document outlines the National Preparedness System, detailing its framework for achieving and sustaining core capabilities. Key components include the National Incident Management System (NIMS), threat and hazard identification, resource typing, and exercise and evaluation. The strategic approach focuses on building and sustaining capabilities through processes such as strategic planning, grants, capability estimation, and continuous review and updating.

The meeting included a review of membership status, noting one position is on hold pending interviews. Key discussion topics centered on deployability barriers related to task books, leading to a discussion on developing county-specific EOC Taskbooks. The council also reviewed and voted to continue with the current bylaws as written, pending presentation to the URCC. A significant discussion addressed the UT-IIMTQS All-Hazards Type 3 & 4 Guide, resulting in the suggestion to form a sub-group to review and update the guide, last updated in 2016. Furthermore, the team will update the UT-IMT-CC Recertification Tracking Form and seek feedback on newly created EOC Skillset Taskbooks.

The meeting addressed several discussion items pertinent to incident management coordination. Key topics included the process for Recognition for Prior Learning outlined in the UT-IIIMTQS All-Hazards Type 3 & 4 Guide, which the committee intends to review and update at the next session. Discussions also covered the utility of an Experience Record Sheet as a tracking tool for task books and the need to establish a system for tracking qualifications, possibly through WebEOC, which will be added to the next agenda. Furthermore, the committee reviewed the status of EOC Skillsets and PTB's, noting that State EOC task books will bypass this committee for approval. Bylaws review is scheduled for the first quarter of the year, and committee access to shared drive resources was addressed.
