A short-listing of Contractors will be based on the evaluation of proposals submitted and the selection criteria outlined in the solicitation documents contained herein. Short-listed Contractors will be invited to submit bids on the project. The only Contractors allowed to bid on this project will be Contractors short-listed by the selection committee. All Contractors responding to this procurement must comply with and require all of their Subcontractors to comply with the license laws as required by the State of Utah. The Multi-Step Bidding Process Request for Proposals documents will be available at 5:00 PM on September 29, 2026 on the BidNet Direct website will provide the requirements and due dates and times of all proposals and bids, in addition to dates, times and locations of important events and meetings. A MANDATORY Pre-Bid Meeting to discuss the Multi-Step Bidding Process will be held at 10:00 AM on October 6, 2026 , at 1st Floor Lobby area of Building 5050 HELIX, 30 N Mario Capecchi, SLC, UT 84112. All Contractors wishing to bid on this project are required to attend this meeting. The University of Utah reserves the right to reject any or all bids or to waive any formality or technicality in any bid in the interest of the University. DESCRIPTION OF WORK University Project Manager : Krin Kirijas | 801-213-3687 | krin.kirijas@utah.edu Project Description/Base Bid: The HELIX Tower is a six-story office building constructed in 2024 to accommodate new tenured faculty positions. The construction services will require adding 4 new offices within existing floor space and reconfiguring workstations on Level 2. There will be some minor additional architectural elements, such as new walls & doors and electrical & mechanical modifications. The HELIX Tower is an occupied office building with active small to large conference spaces, and a café on the 1st floor. Due to the small and simple scope of work, this project will require the work to be done in one phase. The project scope includes: Minor demolition as required Conversion of existing open space into (4) new offices Adding (4) new workstations to an existing open area Differed submittal for general file Mechanical and Electrical revisions/additions to support the offices, touch-down spaces, and common circulation areas No plumbing or structural elements are affected Total project will touch approximately 750 SF total on level 2 This is not a DFCM project. Unique Project Risk Factors Occupied building, general safety of occupants. The existing office/conference rooms and ALL floors will remain in operation during construction. Contractors must contain all dust and debris within the jobsite and not allow any to migrate into the public spaces. Any construction activity creating loud noise or vibration must be coordinated with the facility staff in advance. Disruption of day-to-day office operation within the building must be minimized with no unplanned disruptions. Advance communication and coordination is essential and a must. Minimum requirements to bid - Project Manager and Project Superintendent with at least 5-years experience in the last 5-years of working within an active office or conference setting. Special consideration needs to be given where old and new finishes intersect. See finish plans. STAGING: Interior , see supplemental attachment. STAGING: If exterior project staging space is required, staging areas are assessed at $0.10 per square foot . The proposed staging area should be identified on the staging plan submitted for approval. Current Project Status Code approved construction drawings and specifications are completed and included with this solicitation for perspective GCs. Schedule A detailed project schedule is required to coordinate with ongoing operations. A preliminary schedule should be submitted with the project qualifications. A detailed schedule from the successful bidder will be reviewed and approved at least 2 weeks prior to mobilization. Design Complete – September 2026 Code Review Complete – October 2026 Bidding by shortlisted GCs: October - November 2026 Construction Start – December 2026 Substantial Construction Completion – March 24, 2027 Services Required Complete construction services to include, but not be limited to, all work necessary to achieve full project completion, including final as-built drawings, closeout documentation, punch list items, warranties, and owner turnover requirements.
