The meeting included discussions and actions on several applications. Application #3-2025 regarding Prospect Memorial Funeral Home was tabled due to the applicant's absence and an incomplete application. Application #4-2025 concerning The Connecticut Water Company was deemed an As-of-Right non-regulated activity. Applications #1-2025 and #2-2025 related to Saint Mary LLC were discussed, with the commission awaiting updated documents and a peer review. The Land Use Inspector provided a report on various properties and projects.

The 2013 Prospect Plan of Conservation and Development (POCD) is an update to the 2002 POCD, incorporating changes in demographics, land use, and regulations since 2002. The update uses the 2010 census data and reviews policies, goals, and actions from the 2002 POCD in light of updated statistics and land use patterns. Improved GIS technology allows for more detailed analysis and mapping. The 2013 POCD retains the 2002 POCD as a reference and adds new chapters on demographics, housing, land use, development potential, policies and objectives, and recommended actions, supported by mapping and charts.

The Prospect 2013 Plan of Conservation and Development outlines an action agenda focused on enhancing community character, protecting natural and cultural resources, ensuring water quality, managing land use development consistent with community facilities and the town's character, protecting public health and safety, and improving traffic circulation. Specific goals include enhancing building design and signage, protecting waterways and open space, managing stormwater, regulating residential and commercial development, fostering affordable housing, improving public health, protecting steep slopes and floodplains, and improving traffic circulation and community facilities. The plan involves various agencies and departments in its implementation.
