Terrell Independent School District

The Board of Trustees held a work study session which included a presentation of the 2026-2027 budget, with a focus on the required Taxpayer Impact Statement. The Board also reviewed a draft of proposed board operating procedures. A closed session was convened to deliberate on the potential purchase of approximately 55 acres of real property in the Gilbert Willie Elementary Zone. Following the closed session, the Board reconvened in open session and formally approved the purchase of the property and authorized the Superintendent to negotiate the contract.

The board discussed and took action on several items including the appointment of new principals for Terrell High School and the Global Leadership Academy for the upcoming school year. Additional actions included approving cooperative purchases for roof replacement, track resurfacing at the high school, and civil engineering services. The board also approved a teacher salary schedule including a recruitment and retention incentive, reviewed superintendent and district reports, and convened in a closed session to discuss legal issues related to potential real property purchase and ongoing multi-district litigation regarding social media usage.

The Board of Trustees held a regular meeting covering several administrative and operational topics. The Superintendent provided reports on bond updates, special education, and teacher allotment system renewals. The consent agenda included the election of personnel, acceptance of financial reports, technology services contract awards, professional services costs, curriculum materials, TEKS certification, UIL travel, and the retention of legal counsel. Additionally, the Board approved a memorandum of understanding with the City of Terrell, a playground refresh project for several elementary schools, a district transition plan, the 'Collaborative Vision 2030' initiative, and a virtual/hybrid learning agreement with Forney ISD. A closed session was convened to discuss district security vulnerability assessments.

The Board addressed a variety of administrative and operational items, including a bond update, a health and nursing year-end report, summer learning updates, and federal grant application notices. Action items included approval of various financial reports, procurement contracts for custodial services and catering, and establishment of future budget and tax rate meeting dates. The Board also approved new innovative course offerings, policy revisions to align with court orders, an interlocal agreement for educational services, and compensation plan amendments. Significant capital project approvals were granted for bond issuance, stadium upgrades, and the purchase of real property for district facilities. Additionally, the Board appointed representatives for the TASB Delegate Assembly and established a facility naming community committee.

The board meeting included recognitions of students, staff, and community members. The superintendent provided a district update, followed by updates on the Career and Technology Program and the implementation of choice schools. The consent agenda included the approval of personnel elections, various financial and purchasing reports, awards for consulting and professional development services, general services, and technology supplies, as well as teacher appraisers, an MOU, and several student field trips. The board also approved the ranking of construction manager-at-risk firms for bond projects and delegated contract negotiation authority to the superintendent. A closed session was held to discuss personnel evaluations and legal matters, after which a resolution was passed regarding the closed session discussion.
