Sole Source: If sale is less than $23,800, deprioritize sole source; pivot to a cooperative contract to avoid the sealed-bid process.
Coops: Ask about using a cooperative (e.g., COSTARS, PA DGS statewide contracts, HGACBuy, OMNIA) to streamline purchasing.
Stroud Township, PA: No evidence that sole source contracting is viable. Deprioritize this path.

Demolition includes removing the three boilers and their controls, removing hydronic piping that is between the boilers and the zone pumps on the supply side, and removing the hot water return header. The zone pumps will remain, and the concrete pad may remain and be increased to accommodate the new boiler size. Gas piping will remain but may need minor modifications. The existing flue will be removed. The new work includes providing three Weil McClain Slimfit condensing boilers model SF750. These boilers are chosen because of their short design; they will fit into the existing boiler room that does not have a high ceiling. Each boiler will be vented to the exterior with 8’’ vents that should rise to the roof in the existing boiler chimney. The vent material shall be PVC, CPVC, PP, or AL29-4C. The new boilers shall come with a new control system that automatically operates the boilers and provides cascading loading and shall equalize run time per boiler. New boiler circulator pumps will be provided per boiler. New emergency shut off switches will be provided next to each exit door in the boiler room. Condensate neutralizers shall be provided to treat the acidic condensate from the boilers. Provide a new floor drain near the boilers that will tie into existing sanitary serving the adjacent bathroom. Boiler condensate shall spill into this floor drain. New supply piping headers to be provided and taps provided to connect to existing zone pumps. New return piping headers to be provided and taps provided connect into existing return branch piping. Insulate all heating-water piping according to the chart in public notice and design report attachments, where the size on the top row is pipe size and the size on the bottom row is the insulation thickness. Miscellaneous improvements include replacement of baseboard radiator in clerical office for increased heat. Repair or replacement of a rooftop unit that contains a duct hot water coil. Hot water flowing through this valve when the unit is not calling for heat. It is possible there is a leaky valve. Address any leaks or failing heaters in basement garage space.
