This document presents the St. Petersburg-Clearwater International Airport Master Plan Update, serving as a management guide for its development over a twenty-year period from 2003 to 2022. The plan focuses on ten key goals, including enhancing service levels, providing guidelines for future development, ensuring safety and reliability, minimizing environmental impacts, promoting compatible land use, supporting economic goals, minimizing costs for users, ensuring adequate ground access, mitigating noise impact, and maintaining consistency with federal, state, regional, and local plans. It covers existing facilities, forecasts, demand/capacity analysis, facility requirements, alternatives evaluation, environmental overview, and financial feasibility.
The Aircraft Noise Abatement Working Group meeting addressed public concerns regarding aircraft noise impacts. The noise abatement compliance reports for January through June 2025 were reviewed, with an average compliance rate of 93%. Issues causing unusual noise included runway maintenance, medical emergencies, drone activity, low visibility, and security incidents. The number of flights during the Voluntary Quiet Window averaged 16%. The majority of noise complaints came from one household in Safety Harbor, citing flying over home, excessive noise, and low flying as top reasons. Allegiant Air is investing in new, quieter Boeing 737 Max aircraft. The FAA will not be attending community forums. The new VirTower flight tracking software with Geo Fencing capabilities was reviewed.
The Aircraft Noise Abatement Working Group meeting addressed public concerns regarding aircraft noise impacts. The group reviewed the Noise Abatement Compliance Reports, which reflected an average compliance rate of 94%. Discussions included flights within the Voluntary Quiet Window, noise complaint summaries, and a review of Resolution 24-95, which changed the Noise Abatement Task Force to a Working Group. Allegiant Air's plan to obtain new Boeing 737 Max aircraft based at PIE was also discussed.
The Aircraft Noise Abatement Task Force meeting included discussions on the Quarterly Noise Compliance Report and Complaint Summary, which highlighted the number of aircraft arrivals on Runway 18 and compliance with Noise Abatement Procedures. The report also covered the number of complaints received, the primary locations from which they originated, and the main reasons for the complaints. Additionally, the Task Force discussed flights within the Voluntary Quiet Window, factors affecting flights during these hours, an update to the Noise Abatement Task Force Resolution, and the PIE Terminal Expansion & Parking Garage.
The resolution addresses the adoption of the St. Pete-Clearwater International Airport Master Plan, which serves as a planning tool to guide the airport's short and long-term development to meet future operational demands over the next 20 years. The Master Plan aims to satisfy aviation demand in a financially feasible and responsible manner, while addressing aviation, environmental, and socioeconomic issues. The adoption of the Master Plan does not constitute final approval of each of its elements, and major capital improvement projects will be brought back to the Board for review and approval.
