The meeting began with the call to order, invocation, and welcome by the Freeman Mayor. A quorum was established, and motions were adopted to dispense with the reading of the Notice of Meeting and the minutes of the previous Annual Meeting. The election of directors for Districts #3, #6, and #9 was conducted, resulting in the unanimous election of Don Heeren, Johnathan Wildeboer, and Daryl Terveen, respectively, for three-year terms. The President's Report covered power supply, capital projects, growth, reliability, and strategic priorities. The Treasurer's Report highlighted sound financial condition, including member growth, energy sales, capital investments, and capital credit retirements. The CEO Report included updates on safety, operations, engineering, member services, and finance, as well as an update on Federal energy policy and Basin Electric. The CEO also noted that WAPA will initiate a public rate review process to increase rates over two years. The meeting was officially adjourned.

The Board of Directors meeting included reviews of preliminary financial reports, depreciation study results, hiring and staffing updates, and NRECA enrollment processes. Operational reports covered close calls, equipment failures, construction work plans, and project updates. Technology reports addressed load control receiver updates and cybersecurity. Member services updates included levelized billing and call volumes. Communications reviewed ongoing tours, safety campaigns, and events. The CEO commented on wholesale power financials (Basin and East River), regulatory updates, and renewable energy credits. The attorney addressed the impact of artificial intelligence on the legal profession. Key actions included the approval of proposed retail rate changes effective January 2026, approval to write-off and apply capital credits to past due balances, approval of donations to regional development associations, and authorization for directors and staff to attend various industry workshops and conferences.
