The Arp Independent School District is holding a bond election on November 4, 2025. Proposition A allows for the issuance of bonds not to exceed $4,950,000 for school facilities, buses, and vehicles. Proposition B allows for the issuance of bonds not to exceed $4,950,000 for a multi-purpose activity facility.

The meeting included a presentation to Joseph Leonellis for endowing the book. The minutes from the March meeting were reviewed, and the treasurer's report from January 31, 1999, was presented. The society recognized guests and new members. Updates were provided on the work at Camp Ford, including progress on the new parking lot. A book signing party for the "Barn and Dixie" book was announced. Tyler Heritage on Tour will include the Carnegie History Center, and the society will have a display in the Azalea Trail. Additional changes to the bylaws were adopted. The East Texas Genealogical Society will meet on March 13, 1999, to discuss Texas land records. Robert and Donna Schupe presented a program about the Tyler Lyons Club's history and service projects. Henry Osmeyer presented a "Today in History" reminder about Sam Houston, Texas, and Payne Auditorium.

The meeting featured a presentation by James Wilkins on "The Texas Bullet" airplane, built in Tyler, Texas. Wilkins discussed his research, the history of the aircraft, and its connection to Tyler's past. The presentation covered the plane's design, its manufacturing location, and key figures involved, including W.T. Stewart. The discussion also touched on the challenges and modifications made to the aircraft, as well as its performance and promotional aspects.

The meeting included discussions about the treasurer's report, announcements about returning employees, and the nomination of officers for the upcoming year. The society received a gift of memorabilia from the Murdoch family of Tyler. A capital fundraising campaign was initiated for building maintenance. An antique fashion show was planned, and Nikki Betts was scheduled to speak about mass desertion of officers and guards. Reports were given from various committees, including publications, Camp Ford, and archives. The election of new officers was held.

The Smith County Commissioners Court received an update on the construction of the Smith County Courthouse. Despite weather-related delays, the project remains on schedule. The construction includes a seven-story courthouse with underground parking and a tunnel system connecting to the jail. Discussions covered the installation of interior and exterior walls, mechanical, plumbing, electrical, and fire suppression systems. The court approved finishing an additional court on the fifth floor, funded by interest earned from courthouse and parking garage bonds. The project is expected to be completed by the fall of 2026, with the final phase, including the demolition of the current courthouse and construction of green space, anticipated in the spring of 2027.
