The meeting commenced with an invocation and the Pledge of Allegiance. Public comment included discussion on improving city cleanliness, the upcoming private hangar opening, and long-term planning, including a 'dark skies ordinance' proposal and the President's prior concerns regarding campus lighting safety. The President's Report highlighted record spring enrollment, significant improvement in fall-to-spring student retention, and the receipt of the National Caring Campus award. Key actions included accepting the resignation of a Board Member, receiving information regarding SB 1569's expansion of confidentiality protections for leadership, and tabling a proposed policy change (DBA Local). The Board unanimously approved the FY 2025 audit from Snow Garrett Williams, which resulted in a "clean" opinion and showed a net income of $5.2 million, and also approved the November 2025 Financial Statements. The Board agreed to list donated Wise County property with Parker Properties for one year and approved pending personnel changes. Following an executive session, the Board voted to renew the President's contract for three years with a salary adjustment. Finally, the minutes from the November 17, 2025, meeting were approved.

The meeting included legislative updates, consideration and approval of TASB policy Update 49, personnel issues, April 2025 financial statements, RFP 2024-25-003 for operation and management of campus food services, placing city lots for sale, and the demolition of the Student Activity Center.

The Ranger College Board of Regents convened to discuss several key items, including updates on the Ranger Hall renovation, enrollment figures, and the rodeo complex. They reviewed and approved policy changes related to the hotel threshold for presidential approval, purchasing thresholds, and capitalization thresholds. A public hearing was conducted for the 2025-2026 proposed college annual budget, which was subsequently approved. Additionally, the board conducted a public hearing and approved the 2025 property tax rate. Financial statements for June and July 2025 were reviewed and approved, along with property insurance for 2025-2026. The Title IX Coordinator provided a report, and personnel issues were considered and approved. The meeting also included announcements regarding ongoing projects and upcoming events.
