Port Of Skagit County
Installation of various utilities, new road construction, utility services, road widening improvements, and Regional Detention Facility as needed to serve the eight lots within the Watershed Business Park Project #1, zoned Bayview Ridge Light Industrial. To include Installation of storm pipes, catch basins, watermain, sidewalks, curb and gutter, grading for roadway gravel structural fill materials, importing and grading of crushed rock materials, and paving for new road construction and road widening. Miscellaneous work items consist of trenching for conduit installations, pathways, striping, signage and landscape grading and all other construction necessary to complete the infrastructure of this project. It is intended herein to strip and remove the top approx. 8-18" thick native organic top soil layer from the footprint of all developable areas. Native soils excavated and intended for offsite export shall be deposited at a Contractor-retained facility permitted to receive the quantity and quality of the soils excavated herein. The Contractor is responsible for all aspects of work necessary for loading, hauling, grading, dumping, and any permit fees associated with such work. The Contractor shall temporarily stockpile a quantity of clean native organic top soil materials to be used as final grading behind back of sidewalks, back of paths, ditch side slope fill, and fill material as can be accommodated in the proposed, on-lot drainage ditch facilities. As such, clean organic native materials that have become contaminated with granular materials and debris shall not be used as final landscape or lot grading and shall be removed from the project at the contractor’s expense. Structural gravel materials and crushed rock materials that become contaminated with other products shall likewise not be used. Offsite disposal of other unsuitable products is considered incidental to the project. The extent of future development for theses eight parcels zoned Bayview Ridge Light Industrial is unknown. As such, at locations where new utility installations are extended beyond the public rights-of-way into the adjoining light industrial lot the excavated materials shall be loaded and hauled for disposal off-site by the Contractor. The intent herein is to accommodate trench back fill conditions within each lot that can structurally support future, on-lot, light industrial development. Native non-organic soils excavated from utility trenches in private areas outside of the existing and proposed right of ways will generally be used for trench backfill provided the location will not be subjected to heavy loads. Soils excavated from trenches within the existing and proposed right of way areas, where gravel backfill is required, are to be hauled offsite and shall be included in the cost of the utility.
