Domestic Violence Training Program for Law Enforcement Personnel

The Philadelphia Police Department seeks proposals for a comprehensive domestic-violence training program for sworn officers and investigators. The program must use a nationally recognized, evidence-based curriculum covering domestic-violence dynamics, victim-centered responses, risk assessment, investigative and documentation techniques, legal updates, scenario exercises, and participant materials, with instructor-led delivery, project management, and post-training evaluation. Training may be delivered in person or virtually at locations determined by the contractor and PPD, with an expected performance period from October 13, 2026 through October 12, 2027 and up to three one-year extensions.
