North Central Texas Council of Governments

This document outlines the Area Plan for the North Central Texas Area Agency on Aging, developed in accordance with the Older Americans Act, as amended in 2020, specifically Section 306. The plan is designed to guide the agency's operations and services for a multi-year period, ensuring compliance with federal requirements and addressing the needs of older Americans in the region.

The meeting consisted of an executive session to consult with legal counsel regarding pending litigation, specifically County of Denton, Texas v. Victoria Johnson, et. al. Following the executive session, the Board reconvened and voted to engage the firm Kelly Hart & Hallman to represent the named Board members in the case and authorized expenditures for their legal defense.

The agenda focuses on several key items for the Executive Board, including the approval of the quarterly investment report and authorization for contracts related to the standards-based NG9-1-1 call handling system and cloud-based enterprise resource planning software. The Board will also consider endorsing a special amendment to the 2024 International Energy Conservation Code and amending authorization for interlocal agreements regarding contributions for the Cotton Belt Regional Bicycle/Pedestrian Trail. Additionally, the Board will receive status reports on settlement negotiations concerning the Metropolitan Planning Agreement, a triennial review conducted by the Federal Transit Administration, and an executive director's report.

The virtual public meeting focused on transportation planning for the Bachman Lake area, transitioning from the planning phase to conceptual engineering. Key discussion topics included bicycle and pedestrian infrastructure improvements, such as proposed sidewalks, bike facilities, and intersection crossings, as well as traffic management strategies on Northwest Highway. Additionally, the meeting addressed the coordination with the City of Dallas and TxDOT regarding regional transportation plans, potential Love Field airport access, and the design concept for a proposed land bridge structure to serve as a community gateway.

The orientation meeting for the Regional Transportation Council covered the organizational structure, federal responsibilities, and decision-making processes of the council. Key discussion topics included the role of the council as a metropolitan planning organization, the importance of public involvement in policy foundation, and the technical analytical procedures used for forecasting transportation needs and scenario planning. The presentation emphasized how the council collaborates with state and local entities to implement regional transportation projects and ensure compliance with federal requirements.
