The Joint Committee on Administrative Rules met to address challenges to the Department of Health and Senior Services - Division of Cannabis Regulation concerning proposed rules. Discussions covered various aspects including the definition of advertising, subpoena powers, hiring certification agencies, physician and nurse practitioner certifications, facility ownership and employment, security measures, advertising restrictions, testing facilities, package labeling, product design, and odor mitigation. The committee addressed concerns from MOCANNTRADE and considered public comments regarding testing standards. The chairman suggested a compromise on the rules and a possible follow-up meeting for a vote.

The Senator expressed intent to collaborate on amended versions.

The committee heard testimony from the Executive Director of the Division of Professional Registration, the Executive Director State Board for the Healing Arts, and members of the public.
