The Minnesota Department of Information Technology (MNIT), in partnership with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELS) and the Board of Accountancy (BOA), is soliciting proposals through an Invitation to Negotiate (ITN) for a cloud-based, vendor-managed, hosted SaaS Licensing and Compliance System to replace the state's existing legacy licensing platform. The new system must support the full lifecycle of licensure, certification, renewals, reinstatements, firm licensing, continuing education tracking, audits, complaints, investigations, payments, reporting, and board workflows for eight professional fields. The solution must meet GovRAMP Moderate security standards, Section 508 and WCAG 2.1 AA accessibility requirements, integrate with state SSO/MFA and payment systems, and include implementation, data migration for approximately 40,000 licensees, training, and ongoing maintenance under a multi-year contract.
