Jackson County Housing Authority

The Annual Plan for the Jackson County Housing Authority outlines its mission, goals, and objectives for providing decent, safe, and affordable housing to low-income families. The meeting included discussion of the Executive Director's report, which highlighted tenant repayment agreements, outstanding tenant A/R balance, occupancy rates, and NSPIRE inspection results. The Housing Authority received the IAHA award for Housing Authority Management Excellence. The financials were presented, noting that Amp 1 is ahead on the revenue side with increased rent collections. There was also a discussion regarding the timeline to rent the newly renovated cottages and assistance to the City of Carbondale. The board approved resolutions for TAR write-offs, application to HUD for the energy efficiency initiative, air conditioning relief with Johnson Controls, and ratification to Bedrock for RAD Conversions.

The Jackson County Housing Authority (JCHA) conducted a study that reviewed the consumption of natural gas, electricity, water, sewer, and trash services. The HUD Utility Schedule Model (HUSM) for the Housing Choice Voucher Program was used to conduct the study. The JCHA Board of Commissioners approved the 2020-2021 Utility Allowance Schedule for its HCV Program. Effective July 1, 2021, these changes will be incorporated into the annual recertifications, new admissions, and transfer requests.
