The special meeting was convened to discuss and vote on a road and bridge payroll issue, specifically the approval of payment to Jonathan Endicott.

Mr. Lanthorn presented a list of items to consider for the development of a committee budget, and the committee discussed the survey process to ensure all residents have a chance to voice their opinion. Other agenda items were tabled until the next meeting.

They also discussed the committee budget, including postage for surveys, and made plans for an upcoming public meeting, including date, venue, notification signs, and fliers. The committee also discussed filtering the mailing list to exclude vacant lots and farm fields, and agreed to include renters.
The committee discussed the definition of a flag lot to the glossary of terms in the survey. They also discussed the possibility of water and sewer services coming into Hartford, and concerns about the cost of sewer service, pressure being too much for old pipes in Township and Village homes, and water quality. The committee discussed the timeline for mailing surveys, and agreed to use colored paper for surveys, number the surveys for security, secure a post office box for return surveys to be mailed to, and pay for postage.
