The special meeting was convened to discuss and vote on a road and bridge payroll issue, specifically the approval of payment to Jonathan Endicott.

The Hartford Township Board of Trustees held a regular meeting to discuss various topics. Updates were provided on an ADP/WRP tax issue, town hall maintenance requests, and cemetery maintenance. The Zoning Inspector and Road Report were presented, along with the Fiscal Officer Report, which included signing trustee payroll hours certification, bank reconciliation, ledger, and warrants for FICA withholdings refunds. The board approved payment to FDAR for representation and discussed fire chief report, including repairs to a fire engine, ladder testing, winter wear for firefighters, and mattresses. They also entered an executive session to consider the appointment, employment, or compensation of a public employee and discussed a lease agreement with the Hartford Historical Society.

The committee reviewed and discussed survey questions, including the definition of choices and concerns about various categories such as preservation of creeks, protection of wetlands, and private property owner rights. They also discussed planning for open spaces and public parks, and updated the list of services for consideration. Additionally, a question was added to the survey regarding group presentation sessions to inform landowners about Farm Bill land protection and conservation practices. Mr. Lanthorn presented a list of items to consider for the development of a committee budget, and the committee discussed the survey process to ensure all residents have a chance to voice their opinion. Other agenda items were tabled until the next meeting.

The committee discussed the venue for a public meeting, reviewed minutes from previous meetings, and continued editing survey questions. They also discussed the committee budget, including postage for surveys, and made plans for an upcoming public meeting, including date, venue, notification signs, and fliers. The committee also discussed filtering the mailing list to exclude vacant lots and farm fields, and agreed to include renters.

The committee discussed the definition of a flag lot to the glossary of terms in the survey. They also discussed the possibility of water and sewer services coming into Hartford, and concerns about the cost of sewer service, pressure being too much for old pipes in Township and Village homes, and water quality. The committee discussed the timeline for mailing surveys, and agreed to use colored paper for surveys, number the surveys for security, secure a post office box for return surveys to be mailed to, and pay for postage.
