Qualified consulting firms to prepare a new comprehensive plan. The selected consultant will be responsible for developing an actionable, data-driven, and visually compelling plan addressing community conditions, land use, housing, economic development, transportation and mobility, infrastructure, environmental considerations, public engagement, and implementation strategies. The plan will include a future land use plan and GIS-based map, public engagement activities, an implementation matrix, and a phased priority area interim framework to address near-term development and annexation pressures.
