Guam Regional Transit Authority

This strategic plan outlines the mission to provide reliable, accessible, and cost-effective public transportation services to the general public and individuals with disabilities on the Territory of Guam, while also fulfilling the mandates of Public Law 30-05. Key objectives include transforming the Guam Regional Transit Authority into a viable transit system, constructing a dedicated facility, continually procuring buses, and implementing an effective vehicle maintenance program. Further strategic initiatives involve purchasing a Transportation Management System, developing an optimized bus route system, establishing commuter routes, and coordinating with local authorities for infrastructure improvements like Park and Ride locations, bus stop signs, and benches. The plan also focuses on securing resources for full autonomy, preparing multi-year operations contracts, planning for public parking, and enhancing rider safety and convenience through energy-efficient lighting and a centralized transfer station, aiming for a safe, reliable, and efficient public transit system.
