Federal Motor Carrier Safety Administration
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform this task order. Also, project management, administrative support and periodic or recurring progress meetings shall be considered integral to each task as described here in. To accomplish the objectives of this task order, the contractor shall complete the following tasks: Task 1: Project Management: The Contractor shall coordinate and facilitate a kick-off meeting with the Contracting Officer’s Representative (COR) and others as appropriate within two weeks of award. The Kick-Off meeting will be held virtually via a web conference platform (e.g. Zoom or Microsoft Teams or Google Meets) and discuss the overall project to ensure that desired outcomes are understood and achieved. The Contractor shall prepare a draft work plan that is consistent with the proposal and provide a detailed schedule of milestones and deliverables. The Contractor shall send the draft agenda, presentation, and work plan to the COR one week in advance of the kickoff meeting, at the latest, for review. See attached file.

A key focus of the ITS JPO AI Program and FHWA HRSO is to develop enabling resources, tools and methods to support the implementation of AI in public sector transportation agencies. Currently, public agencies seek to apply AI to TSMO functions such as congestion management, work zone analytics, incident detection, traveler information, freight operations, safety, etc. However, the effectiveness, scalability, and trustworthiness of AI solutions depend on the availability, quality, interoperability, and governance of the underlying data. Persistent gaps in TSMO-related data collection, data management, metadata completeness, data integration, and data sharing are key limitations. A national-level gap assessment is needed to: Identify inconsistencies in TSMO data availability, formats, quality, and metadata across agencies and regions. Determine priority TSMO data resources, standards, and infrastructure investments needed to fully support AI-enabled TSMO applications. Provide a structured, evidence-based foundation for subsequent AI TSMO data activities. See attached file.
