The Missile Defense Agency is issuing this Special Notice on behalf of the United States Space Force Satellite Communication Augmentation Resource (SCAR) Program Office. It seeks modern Ground Entry Point and Network Operations Center capabilities to revitalize the USSF satellite-control system and augment the Satellite Control Network with robust telemetry, tracking, and commanding across all orbital regimes. This procurement solicitation—not a grant program—uses a two-phase closed Commercial Solutions Opening in which Phase 1 requests a white paper and Phase 2 may request proposals from selected offerors, with significant security and controlled-information requirements.
