The Illinois Arts Council's vision is to build a strong, creative, and connected Illinois through the arts. This is achieved by supporting the state's arts sector, advancing arts education for all children, and fostering creativity among working artists. The Council has recently undertaken an overall assessment of its granting programs, policies, and procedures, leading to "Bold New Changes" aimed at addressing funding gaps and reducing barriers to support.

The meeting included discussions on legislative and legal updates, including Senate Bill 1889 and proposed changes to the commission's statute regarding the designation of the chair. The commission also discussed a piece of federal legislation called the Carla Walker Act, which would provide funding for forensic investigative genetic genealogy. There was also a discussion regarding potential budget cuts to the Paul Coverdell grant funds and the impact those cuts would have on forensic labs. The National Association of Forensic Science Boards scheduled their annual meeting.

The meeting included discussions on the review of minutes, logo designs, education and outreach efforts including presentations at conferences, and updates on legal and legislative matters such as the use of victim DNA and cannabis-related legislation. Subcommittees provided reports on quality systems, training and career development, public policy concerning cannabis impairment, and emerging technologies, including the ethical use of artificial intelligence in forensic technology.

The meeting included general updates regarding the completion of one net annual training modules and term expirations. There were legal legislative updates, including discussion of Senate Bill 1889 and amendments to the missing person's identification act. Updates on Coverdale grants and education and outreach were provided. Subcommittee reports included updates from the quality systems committee, training and career development, public policy, and technology.

The meeting included approval of the minutes from the December 1st, 2023 meeting. The fiscal report for fiscal year 24 was presented and approved, highlighting appropriations, expenditures, and federal funds. The recommended spending for the fiscal year 25 budget was presented and approved, including an increase in grant awards and line items. There was a legislative update, including the IAC's interactions with the legislature and the receipt of an $8.3 million increase for fiscal year 25. Approval of the final awarded FY 24 grants was also discussed and approved.
