The meeting included a vote regarding the potential increase of the authority's sales and use tax for transit purposes. Additionally, the agenda featured procurement updates including professional consulting services for safety and security certification for rail projects, an intergovernmental student transportation agreement with the Cleveland Municipal School District, and a tax budget presentation. Committee items involved the procurement of a bus wash system, the purchase of a production/switch tamper, a natural gas supply contract, a new learning and employee management system, and the administration of community and customer surveys.
The committee reviewed and recommended a contract award for safety and security consulting services for major rail projects. They also approved an intergovernmental agreement with the Cleveland Metropolitan School District for student transportation services for the 2026-2027 school year. Additionally, the committee held a public hearing and conducted a review of the 2027 tax budget, including revenue projections, expenditure estimates, and planned transfers from the reserve fund.
The board discussed potential financial strategies to address a projected long-term budget shortfall, including the evaluation of a sales tax levy of 0.25% or 0.5% to stabilize finances and fund capital projects. Management presented financial scenarios detailing the impact of different revenue levels on service reductions, stability, and growth. Legal counsel clarified the requirements for ballot initiatives and the timing constraints for tax levy elections. Engineering staff highlighted unfunded infrastructure projects that could be supported by new revenue, while board members debated the optimal timing for a ballot initiative to maximize stakeholder support and economic impact.
