The commission reviewed and approved the Personnel Action Report for April. Additionally, the commission approved the Chief Examiner's calls for applicants and certifications of eligible registers for May. Under new business, the commission approved revised classification specifications for TSG Operations and Maintenance Supervisor, as well as multiple levels of Water Pollution Control Operators and Water Treatment Plant Operators.

The committee discussed several transportation-related topics, including local infrastructure projects like pavement overlays, drainage improvements, and bridge construction. Reports were provided on traffic engineering, including speed management plans, pedestrian safety measures, and photo enforcement programs. The transit section covered site selection for a new maintenance facility, shuttle services for upcoming events, and a potential transit consolidation study. Additionally, the committee recommended the adoption of the 6-Year Transportation Improvement Plan to the Planning Commission and City Council, and received an update on statewide policy and infrastructure challenges from the Washington State Department of Transportation.

The agenda includes the adoption of a resolution for claims against the city, the authorization of a professional services agreement for engineering consultant services regarding the WPCF gate replacement and launder repair project, the second reading of an ordinance for a special improvement project for the California Street ped/bike corridor, the authorization of land acquisition for the Everett Outdoor Events Center involving eminent domain, the final reading of an ordinance for the Rotary Park floating dock repairs project, and a briefing on the final report from the 2026 Charter Review Committee.

The committee held discussions regarding revisions to the Citizen Participation Plan, focusing on alignment with federal procurement regulations and council resolution language.
