The meeting included a welcome for the new town manager and a public hearing regarding the rezoning of town-owned properties on Ocean Drive. The council voted to deny a proposal to rezone the pier and event center to Commercial Business, directing staff to instead collaborate with the planning board on creating a custom zoning district that would better protect the assets. Additionally, a representative from the Environmental Advisory Committee provided an update on recent environmental initiatives and requested formal approval for a new coastal butterfly garden project funded by a grant.

The board discussed the future use of the 801 Event Center and pier complex, evaluating potential zoning strategies such as conditional zoning or the creation of a new district to provide town council with flexibility for future development. Deliberations included the technical requirements of master plans, the implications of ground leases, and how different regulatory approaches might allow for controlled expansion of permitted uses. Additionally, the board addressed the specific status of the commercial pier and how its potential inclusion or exclusion from zoning districts impacts property development options.
The meeting focused on administrative procedures, specifically the adoption of findings of fact for previous cases. The Board engaged in a detailed discussion regarding the importance of including sufficient detail in these findings to justify decisions, especially for variances. Key discussion topics included sign conditions for a local business and the clarification of ordinance interpretations regarding non-conforming structures, particularly in relation to driveway legality.
The meeting featured two primary presentations. The first involved an update on the Big Bend Trail, detailing a lease agreement with the state for trail development and future environmental and financial assessments. The second presentation provided an overview of the North Carolina Department of Transportation's strategic prioritization process, explaining how data-driven scores and local input determine project funding and scheduling within the state transportation improvement program.
