The Planning Commission discussed several items, including a public comment regarding a retaining wall located within a town utility easement and the review of the May monthly report. A public hearing was held regarding an ordinance amendment to repeal and replace the existing Subdivision and Land Development Ordinance, resulting in a recommendation of approval to the Town Council. Additionally, the Commission reviewed applications for a special use permit for an automobile graveyard and a special exception application, the latter of which was withdrawn by the applicant.

The meeting included a public hearing regarding a variance application for a front yard setback at 344 West Main Street, where the applicant sought relief based on topographic hardship. Additionally, the Board discussed administrative matters, including amendments to the Board of Zoning Appeals by-laws and the election of a new Board Secretary.

The council reviewed several key items including an amendment to the Freedom of Information Act policy, a deed of easement and right-of-way for the Guard Hill Water Tank, a public waterline easement for Stephens Industrial Park, and a comprehensive update to the Town Code Chapter 72 regarding special events held on town streets and public property. The special events discussion covered new procedures for event applications, public safety plans, fee schedules, and notification requirements for affected businesses and residents.

The board discussed historic district guidelines, reviewed potential changes to town code regarding historic district exemptions, and approved a certificate of appropriateness for a roofing replacement application on Chester Street.

The council recognized local students with scholarships, honored department efforts through proclamations, and received reports from the Planning Commission and Board of Zoning Appeals. Public hearings were held regarding tax rates for the upcoming fiscal year, amendments to water, sewer, and septic waste rates, and updates to policies on public meetings and FOIA officers. Business items included the authorization of an energy power pool schedule and the repeal of several ordinances related to street vacations.
