The Comprehensive Plan is a policy document guiding development within the community, used by the City Council, Planning Board, Zoning Board of Appeals, City Staff, and the public. It contains ten overarching goals for Watertown's future and recommendations to achieve them, dividing the City into future land use character areas.

The 2016-2020 Consolidated Plan for the City of Watertown focuses on neighborhood stabilization and revitalization, affordable housing rehabilitation, and homeless assistance. It also includes homeownership, job support and creation, fair housing education and support of public services. The plan aims to address community development needs through citizen participation and community outreach, identifying high-priority needs such as decent affordable housing, public infrastructure improvements, blight elimination, and economic development.

Key priorities include addressing decent affordable housing, public infrastructure improvements, blight elimination, and homelessness prevention. The plan targets seven low- to moderate-income neighborhoods and aims to improve the city's housing stock, public infrastructure, and assistance to homeless individuals in coordination with Points North Housing Coalition.
