This document outlines the City of Romulus's long-term community visioning process and strategic roadmap, extending to 2030. The committee discussed the expanded draft framework report, coordinated statewide outreach and engagement strategies, and planned future stakeholder-led listening sessions. The agenda included integrating regional feedback into the project framework, addressing inquiries regarding land conservation tools, and establishing the schedule for upcoming meetings to ensure alignment with long-term project objectives.

The meeting provided updates on the conservation planning process and synthesized feedback from extensive regional and stakeholder listening sessions. Discussions focused on key themes including the balance between biodiversity conservation and support for working lands, the perceived abstraction of planning goals, and concerns regarding land owner involvement. Additionally, the committee addressed the relationship between recent legislative acts, the importance of inclusive stewardship, and the timeline for upcoming public meetings and final committee gatherings.

The council conducted a special session involving several key agenda items. Presentations were made to Pedal, including the distribution of appreciation gifts. Consent agenda items approved included memorandums of understanding with the Colorado Internet Crimes Against Children Task Force and the Greenwood Village Police Department for shared criminalist services, renewal of the Burnet Farm lease, participation in the Arapahoe County Impact Team, and an agreement with Arapahoe County for community service case management. Appointments to various authorities, boards, and the library board were approved. Reports were provided regarding health and wellness initiatives, library and school board activities, and C-470 Task Force updates. Additionally, the council discussed a streetlight acquisition policy, including potential downtown and development projects, and received a request to research municipal trash and recycling services.

The City Council meeting included the approval of an intergovernmental agreement for South Platte River improvements, and the passage of ordinances allowing breweries, distilleries, and wineries in industrial zones, amending floodplain regulations, and increasing maximum fines for code violations. Additionally, ordinances for the annual appropriation bill and an access easement were approved on the first reading. The meeting transitioned into a session where oaths of office were administered to council members, and elections were held for the Council President/Mayor and Council President Pro Tem/Mayor Pro Tem.
