This document outlines the Expanded Learning Opportunities Program Plan for Elk Grove Unified School District, detailing activities to support students' academic, social-emotional, and physical development. The Board of Education participated in a workshop to discuss district core values and goals and received a report on the Multi-Tiered System of Supports. Consent agenda items approved included a new board policy on civility, various personnel actions, and several new job descriptions. The Board also authorized the award of an RFP for E-Rate network equipment, the purchase of 16,000 Chromebooks, the lease of refurbished classrooms for Arnold Adreani Elementary School, and lease-leaseback agreements for PAC improvements at two high schools and Phase 2 development at Arbor Ranch Elementary School. The board also convened in closed session to discuss public employee appointments and real property negotiations.

The board meeting involved closed session actions, including the adoption of a decision on a professional competence case resulting in the termination of a permanent teacher and the termination of a permanent custodian for cause. The meeting also featured a land acknowledgement, the flag salute recognition for an outstanding community member, and student regional reports from multiple schools highlighting multicultural assemblies, student involvement in collaborative programs, attendance initiatives, and an equity coalition focused on disrupting racial disparities in educational outcomes. Additionally, students presented projects on their school experiences, the AVID program, and the importance of school community and personal identity.

The Board of Education meeting involved a closed session to discuss real property, litigation, personnel matters, and labor negotiations. During the open session, the Board addressed various resolutions, including the recognition of National School Social Work Week, Social Emotional Learning Day, Disability Acceptance Month, Arts Education Month, and Women's History Month. Additionally, the Board approved consent agenda items such as board policy updates, staffing reductions, personnel actions, and multiple contract awards including software and network infrastructure. Presentations were held regarding the District's Local Control Accountability Plan mid-year updates. Public hearings were conducted for an energy service solar contract and collective bargaining proposals. Finally, the Board approved comprehensive revisions to Board Bylaw 9250 regarding remuneration and benefits, including adjustments based on student attendance metrics.

The board meeting focused on a workshop activity centered on the reconfirmation of district core values and the evaluation of student support systems. Key discussion items included the integration of fiscal stewardship and operational excellence into the district's core values, the evolution of the Local Control and Accountability Plan (LCAP), and the implementation of multi-tiered systems of supports, specifically targeting tier 2 and tier 3 interventions for students facing challenges.
