This document outlines an update to the Comprehensive Plan for Ormond Beach, serving as a state-required policy framework to guide future growth and public infrastructure investments over a 20-year period. The plan is structured around key elements including Future Land Use, Transportation, Utilities, Conservation, Coastal Management, Housing, Recreation and Open Space, Capital Improvements, Intergovernmental Coordination, Cultural and Historical Resources, Public Schools, and Property Rights. It aims to direct development, redevelopment, and preservation while ensuring compliance with state statutes, addressing changing city conditions, and prioritizing traffic management, controlled development, green space preservation, and community amenities.

The City Commission meeting included a proclamation for Kiwanis Ormond Beach Reads and addressed several consent agenda items such as drainage easement releases, construction agreements for a basketball court, and various service renewals. Public hearings were held regarding comprehensive plan amendments, the Interlocal Service Boundary Agreement between the City and the County of Volusia, and special exceptions for alternative building signage for two downtown businesses. Additionally, the commission approved an ordinance calling for primary and regular municipal elections and discussed reports on highway interchange improvements, local events, fire department assistance, and business analytics tools. The commission also requested staff to gather further information regarding Property Assessed Clean Energy financing.

The commission meeting included proclamations for Jim Cameron and National Crime Victims' Rights Week. As the Community Redevelopment Agency, the commission approved an extension for a building improvement grant. Other actions included approval of a sidewalk easement, temporary sign display extensions, a railroad reimbursement agreement, wetland mitigation credit purchase, and amendments to enterprise resource system software and management service agreements. The meeting also included public hearings regarding right-of-way and alley vacations, as well as the first reading of ordinances amending the General Employees', Firefighters', and Police Officers' pension plans to ensure compliance with the SECURE Act. Updates on municipal projects and various community events were also provided.

The Commission addressed several fiscal and administrative items, including the adoption of the final millage rates and the annual budget for the 2022-2023 fiscal year. Key discussion topics included the annexation of a parcel on North U.S. Highway 1, a land use map amendment for property on Old Dixie Highway and Plantation Oaks Boulevard, and the authorization of a special exception for the expansion of Riverbend Academy. The Commission also approved a joint participation agreement for the acquisition of property on Airport Road, the renewal of a construction and demolition franchise, and various service contracts and insurance proposals. Furthermore, the meeting featured legislative recognitions and reports on city infrastructure projects, upcoming community events, and potential bridge and beach access improvements.

The Commission addressed several items including a Community Development Block Grant subrecipient agreement and various public hearings regarding zoning map amendments, development orders for the Plantation Oaks subdivision, land development code updates for itinerant merchant regulations, land use amendments for West Granada Boulevard, and updates to the Capital Improvements Element. Staff action items included a letter regarding land preservation at Plantation Oaks. Additionally, the Commission held extensive discussions regarding the Osceola and Ortona Elementary school sites and the Volusia County School Board's decision-making process, ultimately deciding to schedule a special meeting to adopt a resolution of support and potential monetary commitment for the Osceola site.
