The discussion explains how a school district referendum affects resident tax bills, specifically regarding the debt service portion. It clarifies that as older debt from previous school construction is paid down, tax burdens naturally decrease. The proposal asks homeowners to consider reinvesting a portion of that tax reduction back into the school district to fund new capital expenditures and facility investments, while still maintaining a net reduction in the debt service portion of their tax bill.
