This Campus Master Plan for Eastern New Mexico University, developed in 2023, provides a vision to guide capital decisions for the next ten years. The plan focuses on assessing facilities, analyzing growth and utilization data, and making recommendations across four key goals: enhancing ENMU Identity, ensuring Safety & Access, optimizing Resources, and strengthening Community connections. It outlines capital projects, proposes focused planning studies for facility optimization, traffic safety, recreation, and residence halls, and adopts a strategy to prioritize, renovate, consolidate, and remove facilities to address deferred maintenance and improve space utilization.

The meeting included discussions and actions on several key areas. Staff members at ENMU-Roswell were recognized for their contributions. The board approved the consent agenda, including property disposal and/or transfer at ENMU-Roswell. Emerita status was approved for Dr. Annemarie Oldfield. The deactivation of the Automotive Tech Diesel Program at ENMU-Roswell was approved, with plans for revision and improvement. The five-year capital projects plan for ENMU-Ruidoso was approved, along with the summer capital outlay plan and the selection of an architect for the 2026 General Obligations Bond proposal. Capital projects for the Summer 2025 NMHED General Obligations Bond capital outlay hearing were approved, and the five-year capital plan was also approved.

The meeting included discussions on the FY 2025 budget adjustments for ENMU-Portales, ENMU-Roswell, and ENMU-Ruidoso; approval of operating agreements for ENMU-Roswell and ENMU-Ruidoso; proposed rates for tuition and fees, room and board for FY 2025-2026; ENMU-Roswell course fee changes for FY 2025-2026; amendments to university policies; program highlights from the ENMU-Portales College of Business; reports from the presidents of ENMU-Roswell and ENMU-Ruidoso; a report and dashboard presentation from the Chancellor of the ENMU System, including updates on construction projects, upcoming events, and the discontinuation of the men's soccer program; and the election of officers for 2025.

The meeting included discussion and approval of a General Obligations Bond resolution, construction phases for fire suppression/sprinkler systems and walkway/parking lot improvements at ENMU-Roswell, and approval of the ENMU-Roswell Master Facility Plan for 2025-2030. Research and Public Service Projects for FY26 were also approved, along with amendments to several university policies. Reports were given on program highlights, enrollment numbers, and workforce training funds received at each campus. An executive session was held to discuss personnel matters and an honorary facility naming. The meeting concluded with the approval of an honorary facility naming request.

The meeting included approval of the agenda, consent agenda items (budget adjustment requests for ENMU-Portales, ENMU-Roswell, and ENMU-Ruidoso), and emerita/emeritus status for several faculty members (Dr. Regina Aragon, Dr. Anne Beck, Ms. Geni Flores, and Dr. Alan Garrett). Budget requests for 2024-2025 were approved for ENMU-Portales, ENMU-Roswell, and ENMU-Ruidoso. An informational update on a proposed insurance settlement for hail damage at ENMU-Roswell was provided. Reports from the presidents of ENMU-Roswell and ENMU-Ruidoso were given, highlighting enrollment numbers, events, and funding. The Chancellor's report included updates on student affairs, enrollment management, and curriculum changes, including new programs and emphases. The meeting concluded with the ratification of the Chancellor's contract and a discussion in executive session regarding a potential real property acquisition.
