This Bylaw adopts the Financial Plan for the Corporation of the Township of Esquimalt for the years 2025 to 2029. It also details approaches for capital asset accountability, debt management, and the appropriate application of fees and charges to ensure responsible fiscal governance and sustained community well-being.

The council conducted a regular meeting covering multiple municipal initiatives. Key actions included the adoption of the Development Application Procedures and Fees Bylaw and the advancement of the Parks and Recreation 2027 Fees and Charges Bylaw through its first three readings. Council accepted both the Recreation Strategic Plan and the Facilities Asset Management Plan, establishing directives for future financial and infrastructure planning. A development permit for 903 Admirals Road was approved following public input regarding the project. Additionally, the council awarded construction contracts for sidewalk upgrades on Kinver Street, Heald Avenue, and Swinford Street, as well as for the Esquimalt Road Phase 2 active transportation and utility project. Furthermore, staff were directed to prepare an impact assessment concerning the future options for the Chafe House.

The council held a regular meeting that included an executive session to discuss personnel and legal matters.
