This workshop presents the draft Comprehensive Transportation Plan (CTP) for Ventura County. It addresses challenges such as public transportation decline and funding, while leveraging community interest in active and public transport, and the shift towards zero-emission vehicles, with a long-term outlook for the region's future.

This document outlines the Southern California Association of Governments (SCAG)'s Program Development Framework for supporting the 2028 Summer Olympic and Paralympic Games. The plan aims to showcase Southern California's communities, support local businesses, and invest in transportation improvements, programs, and policies to establish a lasting regional legacy. Its objectives include optimizing legacy infrastructure, accelerating innovation, managing demand for the Games and beyond, and showcasing communities through placemaking. The framework emphasizes mobility, community, environmental sustainability, economic opportunity, technological leverage, and regional partnerships.

Key discussions focused on three main areas: Tap2Ride Regional Farecap Planning, which included recommendations to approve one free 120-minute transfer and configure a 31-day rolling regional fare cap of $50 for full fare and $25 for reduced fare. Another item addressed the Fiscal Year 2025/2026 Low Carbon Transit Operations Program (LCTOP) allocation request of $1,461,007 for Ventura County's "Free Fare" program, encompassing the College Ride and Youth Ride Free programs. The committee also received and discussed a strategic approach for procuring consultant support to review and revise Americans with Disabilities Act (ADA) policies for fixed-route and paratransit services. An informational update was received regarding the College Ride Program's fare media transition from student ID flash pass to tap card and mobile application.

This Transit Asset Management Plan for the Ventura County Transportation Commission outlines policies, processes, and procedures to enhance asset management practices for public transportation assets. The plan focuses on achieving and maintaining a State of Good Repair (SGR) by systematically addressing maintenance needs and prioritizing investments. Key components include asset inventory, condition assessment, decision support tools, and investment prioritization, aiming to improve system safety, reliability, customer service, and optimize resource allocation.

This document provides an update to the Santa Paula Branch Line Trail Master Plan, aiming to reactivate and complete the trail project. Key objectives include validating connections and services, updating existing conditions, and producing a programmatic environmental impact report. The plan seeks to invest in active transportation, connect housing with public transportation and employment centers, foster educational and scenic connections, and reduce vehicle miles traveled and greenhouse gas emissions, while addressing agricultural compatibility. The update addresses challenges such as right-of-way restrictions and infrastructure, leveraging opportunities like existing studies and historical elements.
