The committee reviewed and recommended board approval for draft Memoranda of Understanding with the Superior Public Library Foundation and the Friends of the Superior Public Library. Additionally, the committee discussed and recommended approval for revisions to the library's circulation policy, which includes increasing the minimum age for obtaining a library card without a parent or guardian signature from 14 to 16.

The committee meeting covered the recommendation to approve an updated librarian job description and the reclassification of a full-time library technician position to a librarian role. Additionally, the committee discussed the upcoming budget process for the following year and outlined plans for communication with the city regarding budget requirements.

The committee reviewed and approved two contracts requested by the Fire Chief. The first contract concerns the design and installation of a solar array by Hunt Electric, and the second involves the design and installation of an alerting technology system at the North End Fire Station.

The Council received a presentation from the employee wellness committee regarding their ongoing programs, which include health and wellness offerings for city staff, resource portals, and strategies to improve overall well-being. Additionally, the Council held a public hearing regarding a resolution proposed by the public works department for the blacktopping of several designated alleys scheduled for the upcoming year.

The Council discussed management training for city supervisors, upcoming legislative and agency priorities, and the finalization of the budget book. Reports were provided on public works, including landfill permits and the Hammond reconstruction project, as well as finance committee updates regarding the golf course, hazardous waste material budgets, and the obligation of ARPA funds. Additionally, the Council approved traffic code amendments, the purchase of a software suite for the Fire Department, various licenses, a land transfer for new construction, and a contract for the Business Center roof replacement project.
