The plan aligns with the California Community Colleges Vision 2030 and is guided by the mission to inspire possibilities for bright futures and a prosperous community.

This document outlines KVCR's strategic direction, progress, and future outlook through three core pillars: Community, Culture & Leadership, and Financial Data. It details efforts to deepen community engagement through events, partnerships, and expanded digital media reach, while also investing in talent development via internships. Internally, the organization has fostered a unified 'one team, one mission' culture by breaking down silos and implementing dedicated departmental leadership. Financially, the plan highlights significant growth in individual donations, successful development of creative new revenue streams, and substantial cost savings achieved after federal funding cuts. The overall aim is to build on current momentum, enhance visibility, and strengthen community backing for sustained growth.

The board conducted several actions including the recognition of Pride Month, the swearing-in of new student trustees, and retirement recognition for an employee. Reports were provided on the dissolution of a joint powers authority and general district updates. The board approved board compensation, the chancellor's employment contract, final readings for board policies, a tentative budget for the upcoming fiscal year, and reorganizations for two departments.

The District Support Operations (DSO) Plan outlines the San Bernardino Community College District's strategic directions and supporting actions for 2023-2028. It aims to expand access to higher education and hands-on career training, guided by core values of accessibility, inclusion, integrity, courage, collaboration, and excellence. The plan supports the broader SBCCD Strategic Plan by focusing on eliminating barriers to student success, fostering diversity, equity, inclusion, and anti-racism, addressing regional issues as a leader, and ensuring fiscal accountability and sustainability.

The Board discussed a variety of topics, including the observation of Heritage Month and Mental Health Awareness Month, and recognized outgoing student trustees. A check presentation was made by the Inland Regional Energy Network for sustainability projects. The Board received reports from the Finance Committee regarding bond measure construction updates, local workforce utilization data, and enrollment trends. Discussions also covered the state's May revise budget proposal, including COLA impacts on funding formulas and categorical programs, and the Board Policy and Procedure Ad Hoc Committee's annual review of governance policies.
