The council adopted a resolution regarding the annual report for the FRR (Fonds régions et ruralité) component 2 for the 2025-2026 period. The council authorized the director general to submit the financial report covering April 1, 2025, to March 31, 2026, to the government and to publish it on the organization's website, in accordance with the signed agreement.
This revised third-generation risk coverage plan for the Municipalité régionale de comté de Lotbinière provides a framework for fire safety planning and management from 2026 to 2036. It aims to enhance the resilience and optimize the interventions of fire safety services by focusing on three strategic pillars: Prevention, which includes understanding and mitigating fire risks; Intervention, detailing effective responses to various levels of building fire risks and other disasters; and Coordination, focusing on optimizing services, fostering regional collaboration, and integrating with other emergency response actors. The plan's vision is to reduce human and material losses, improve the efficiency of fire safety organizations, and prioritize prevention, rapid response, personnel safety, and public responsibility.
The board addressed several administrative and development initiatives, including the acquisition of new management software and the renewal of general insurance contracts. Legislative updates concerning borrowing bylaws and the powers of the director general were discussed. Extensive funding was allocated for regional development projects, such as local development plans, childcare infrastructure, the 'Je choisis Lotbinière' local purchase campaign, various Domaine Joly-De Lotbinière improvement projects, and cultural festivals. The council also approved public safety measures regarding beaver management and authorized financial support for regional transport services. Furthermore, the meeting covered the review of urban planning bylaws, modifications to the heritage inventory, a building demolition request, and the authorization of accounts for payment.
This strategic plan for the Municipalité Régionale de Comté de Lotbinière, covering the period 2026-2030, serves as a roadmap based on sustainable development principles, adopting the 'doughnut economy' model. It is structured around four core pillars: Economy, Environment, Society, and Culture. The plan establishes 17 major objectives, 53 sub-objectives, and 7 strategic priorities to guide the MRC's actions and will inform the revision of its regional development plan.
