It details a four-factor analysis encompassing the LEP population in the service area, contact frequency, the importance of SamTrans' programs, and available resources for assistance. The plan identifies seven 'Safe Harbor Languages' for translation of vital documents and outlines strategies to provide timely and reasonable language assistance, aiming to enhance access to information and participation for LEP customers in compliance with federal mandates.
