University Of Hawai'i Health Sciences Initiative Strategic Plan 2023-2028
This document outlines five draft strategic goals for the University of Hawai'i Health Sciences Initiative, intended for the next five years. These goals focus on establishing an efficient operational structure, expanding the healthcare workforce in Hawai'i and the Pacific, collaborating to reduce health disparities, redefining health sciences to address climate change and community health needs, and leading in convening professionals to respond to health threats. The plan emphasizes transdisciplinary work, broad partnerships, and faculty engagement as key to achieving these objectives.

The meeting commenced with the call to order and welcomed Dr. Naoto Ueno to the committee, noting his anticipated appointment as an Assistant Dean of the Medical School to enhance research collaboration between the Medical School and the UH Cancer Center. Key discussions centered on reviewing national, state, and UH goals and priorities related to the health sciences, encompassing topics such as mental healthcare, translational research, addressing healthcare disparities in Hawaii, and climate change effects. Detailed reviews of strategic goals from various entities, including JABSOM, Thompson School of Social Work & Public Health, UH Hilo College of Pharmacy, UH Cancer Center, College of Natural Sciences, SOEST, and CTAHR, were presented. The committee then focused on goal setting for the Health Sciences Initiative, revising and prioritizing ten objectives. These objectives addressed strengthening the healthcare workforce, expanding partnerships with health systems, creating clearer pathways to health careers for STEM majors, coordinating K-12 bridge programs, broadening the definition of health sciences to include climate change impacts, supporting interprofessional education, leveraging research expertise for grants, extending research to neighbor islands, creating a convening space for collaboration, and facilitating technology transfer. The discussion highlighted the need to address workforce shortages, the importance of team science, and focusing on resilience and wellness for healthcare providers.

Health Sciences Steering Committee Minutes
Key discussions during the meeting focused on updates, including welcoming the new Director of the Hawai'i State Department of Health and announcing the start date for the new UH Cancer Center Director. The committee reviewed the UH biennium budget request, specifically the 'Industry Initiative: Health,' which includes nine positions for the renamed Inter-Professional Health Initiative. Significant time was dedicated to discussing the proposed organizational structure for a UHM Health Sciences Initiative, resembling the University of Washington model, focusing on the roles of the Health Sciences Council, its Executive Committee, and the necessary full-time positions for the Health Sciences Institute. Debates centered on whether the leadership should be rotating or consistently held by an independent Executive Director, with consensus leaning toward an independent, neutral Executive Director managing the Institute and a separate chair for the Council. The committee also addressed issues and barriers, emphasizing the need for resources to attract a dynamic Executive Director, the importance of external partners, and setting clear, measurable goals for research output and workforce development across health professions over the next five and ten years.

Health Sciences Steering Committee Minutes
The meeting focused on reviewing the University of Minnesota's health sciences structure as a model for potential implementation at UHM. Key discussion points included the benefits of centralized administration through a shared services model covering education, research, and administrative services. The committee debated structural alignment, favoring the University of Washington model where health sciences units report to the provost, over the Minnesota model where the Medical School Dean also serves as VP for Health Sciences. Concerns were raised regarding maintaining existing support levels if shared services were implemented, with a consensus that new services should be additive, not subtractive. The importance of formalizing collaboration through Memorandums of Agreement (MOAs) and incentivizing joint appointments and recruitment efforts, particularly for Diversity, Equity, and Inclusion (DEI), was emphasized. The committee agreed that coordination for large, interdisciplinary research grants, such as those related to precision medicine, is necessary. Next steps involve the Provost discussing internal seed funding with the President and CFO, and the committee identifying high-priority areas achievable with initial seed support.
