The meeting included a workshop session featuring updates from the Boys & Girls Club regarding its soft opening schedule, staffing, and anticipated service levels. The South Georgia Community Service Board representative also provided an update, noting Echols County's receipt of a mobile healthcare unit. During the regular session, the Commission addressed several items, including a request to place truck restriction signs on Bethel Church Road due to reckless driving, which was tabled for further discussion on alternative options. The Board approved granting Alapaha Animal Control the authority to issue summonses. A motion was adopted to schedule monthly workshop meetings on the third Thursday of each month. The Commission approved adding streetlights along Highway 94 and Highway 129E, contingent on a lighting survey by Georgia Power. A change order for Courthouse awning construction was tabled for rebidding, and a change order for brick repairs on six locations on the Courthouse buildings was approved. Finally, the approval of payroll bridge week was tabled pending further information.
The proceedings began with a workshop where updates were given on the monthly food drive. The Sheriff requested the completion of courthouse repairs before Monday's court session, suggested departmental proceeds from confiscated firearm sales, and proposed replacing the community center's generator. The subsequent Commissioners' Meeting addressed Old Business by passing the HB 223 Trees Act, which forgives timber tax collections for Q4 2024 and all of 2025. New Business included the approval of a Volunteer Fire Department Stipend Policy, the use of surplus county vehicles as trade-ins for a dump truck, the approval of a General Services Agreement with Watkins & Associates Engineering, the adoption of the FY 2026 Budget, and the passage of a resolution to amend HB 1601 by removing commissioner districts.
The Board of Commissioners workshop portion of the meeting included discussion on soliciting bids for the construction of a breakroom for the road department and allocating funds for new Christmas decorations for the county courthouse, with a note that $5000.00 was offered to Echols County Commission for decorations. During the regular session, the board addressed several items: consideration of adding an awning to the Sheriff's Office for judge cover, an update on the request for a dedicated building for the Board of Elections, approval of the 2026 Holiday Schedule for county employees, and nominations for Mrs. Charlene Davis to the South Georgia Community Service Board for Legacy Behavioral Health and Mrs. Karen Black to the GA Department of Behavioral Health & Developmental Disabilities Advisory Council. Furthermore, the board awarded the Lawn Care Contract to Southern Acres Lawn Care and accepted the Community Development Block Grant Engineering Services Award and the Community Development Block Grant (CDBG) Administrative Services Award. Personnel matters were discussed during an Executive Session.
The session began with a workshop addressing concerns about animal cruelty, where it was confirmed that the Sheriff's Office and Animal Control would investigate such allegations. During the Commissioners' Meeting, key actions included the approval of a resolution supporting 2026 Rural Transportation services and an agreement for the Commissioners to fund traffic control for the upcoming Christmas parade. No executive session was held.
The meeting addressed the County's assumption of responsibility for the water system, with Bill Rodgers designated for maintenance and a flat rate billing approach being implemented temporarily. A new local business was announced. The Commissioners agreed to schedule a monthly special workshop meeting on the third Thursday of each month. An addendum will be issued for Lawn Care Bids requiring sealed submissions and extending the deadline to December 19, 2025. Other actions included approving replacement patrol vehicle computers for the Sheriff's Office, approving the 2026 Meeting Schedule, authorizing a $50.00 Christmas bonus gift card for each employee, and nominating Justin Staten as Chairman and Stanley Corbett as Vice-Chairman for FY-2026. The qualifying fees for the 2026 election were set, and a contract with Watkins & Associates for the 2026 LMIG Project was approved by a 4-1 vote.
