The meeting was conducted as a budget workshop to review the preliminary budget for the upcoming fiscal year. Key discussion topics included staffing requests for special education, instructional coaches, and operational support positions such as bus drivers and administrative assistants. The board also reviewed the discretionary budget process and implemented a new strategy to incentivize student attendance by tying a portion of campus budget allocations to attendance growth targets.

The board meeting included the oath of office, a closed session, and a series of recognitions. Recognitions were presented for staff involved in the district-wide Gifted and Talented (GT) Expo, as well as various achievements by students from Waller High School, including the Air Force Junior ROTC, orienteering team, FFA, and other extracurricular programs. The meeting also featured a discussion on servant leadership and the district's commitment to student success.

The committee meeting covered updates from the Superintendent, the Executive Director of Safety and Security regarding initiatives such as the solar eclipse, access control procedures, program integrations, and training. Further updates were provided by emergency management representatives, local law enforcement, the board of trustees, classroom teachers, and parent representatives. The regular agenda included reviews of legislation, mandates, and safety and security initiatives, along with discussions regarding future meetings, including special sessions for intruder detection audits.

The committee discussed various aspects of school safety, including facility enhancements, legislative updates regarding new safety bills, and the status of emergency operations plans. Reports were provided on collaborations with emergency management agencies and law enforcement, as well as district-wide growth projections. Significant time was dedicated to reviewing requirements for behavioral threat assessments, reporting systems, and the implementation of safety standards such as silent panic alarms, secure fencing, and Knox boxes.

The committee convened to perform a detailed review of the 2025-2026 Multi-hazard Emergency Operations Plan and the Active Threat for Schools Annex. The review process involved assessing updates to organizational and contact information, revised review cycles, and updated training and drill schedules to ensure alignment with local, state, and federal emergency management guidance and compliance with the Texas Education Code.
