This Annual Action Plan for the Borough of Chambersburg outlines strategic objectives and actions for the implementation of federal programs related to housing, community, and economic development during Fiscal Year 2026 (July 1, 2026, through June 30, 2027). The council agenda includes authorization for various municipal activities: a grant application for police body-worn cameras, a traffic signal analysis at Orchard Drive and Mill Road, property easement and deed dedication for utility maintenance, signal permit modifications for traffic signage, and ratification of fire police participation in a non-emergency event. Additional items include the acceptance of flags for a commemorative display, the acquisition and demolition of a property for a hazard mitigation project, and the adoption of an artificial intelligence use policy for employees. The meeting will also include an executive session to discuss fire department disciplinary matters and potential legal agreements.

The council convened a special workshop meeting to conduct an executive session. The session focused on the review of ongoing and potential legal issues, as well as human resources and labor relations matters.

The committee discussed various infrastructure and traffic management requests, including a handicap parking space request, parking restrictions in cul-de-sacs, and a potential 4-way stop at the intersection of Grandview Avenue and High Street. Additional topics included alley traffic flow, wayfinding signage installation for the September 11th National Memorial Trail Alliance, and a review of parking restrictions on Sheller Avenue. The committee also considered a proposal to update the ordinance for ice cream truck operations, received a progress report on the Southgate Infrastructure Project, and reviewed an update regarding a downtown parking mobile application.

The council reviewed and authorized several municipal contracts, including street restoration projects, storm sewer system improvements, and Southgate infrastructure development. Key actions included approving professional services for digital mapping software, authorizing the purchase of a box culvert, and accepting equipment rental proposals. The council discussed and approved ordinance amendments related to grease management, fire prevention, and solid waste disposal. Additionally, the meeting addressed personnel changes within the fire department, the disposal of surplus municipal property, and reviewed various land development and subdivision plans.
