The aim is to meet the city's affordable housing growth targets, particularly for households earning below 50% AMI, by expanding both affordable homeownership and rental housing options.

The council discussed the recruitment process for a new City Manager, exploring options between appointing an interim candidate long-term or initiating a search process. Consensus was reached to retain the interim manager in the position for a period of time while staff prepares a job description, recruitment recommendation, and timeline for future action. Additionally, the council discussed social media usage and records retention, reaching a consensus to maintain current communication policies, remove auto-replies from email accounts, and refrain from participating in social media as official representatives of the city.

The meeting featured discussions on the establishment of parameters and guiding principles for a future indoor recreation facility, including the exploration of core purposes, user groups, and potential facility components. Additionally, the Council and the Parks & Recreation Commission reviewed the Parks Capital Improvement Plan, which included detailed updates on current construction projects such as the Lake Wilderness Golf Course Community Clubhouse, completed park maintenance and improvement projects, and an overview of the projected 2027-2032 capital improvement budget and grant funding strategies.
