The Newton Bicycle Master Plan recognizes bicycling as a tool for providing greater accessibility to residents and visitors, improving air quality and minimizing traffic congestion. The plan identifies current and future needs for bicycle lanes, shared-use lanes and shared-use paths to meet the needs of the bicycle community within the city of Newton, Kansas.

The committee reviewed and approved the LEPC By-Laws. A presentation was given by Harvey County Road and Bridge, discussing their responsibilities, challenges, and coordination with other organizations during emergencies. The committee discussed the current IPPW, potential training opportunities, and the Burrton Superfund Site incident involving illegal chemical dumping and burning.

The Harvey County Local Emergency Planning Committee (LEPC) meeting included a presentation by the Director of the Newton City/County Airport, highlighting the airport's facilities, capabilities, and its role in emergency management. The presentation covered the airport's history, infrastructure, and its function as a relief airport for Eisenhower Airport in Wichita. The discussion emphasized the airport's potential for staging during emergency incidents, its available resources such as water, restrooms, electricity, fuel storage, and the presence of various tenants including Park Aerospace, Hesston College, and others.

The comprehensive plan for Harvey County, Kansas, focuses on future development over the next 20 years. It aims to balance economic growth with the preservation of farmland, natural resources, and cultural heritage. Key areas of focus include community engagement, population management, housing, economic development, county facilities, educational facilities, parks and recreation, public safety, public health, communications, utilities, energy, hazard mitigation, natural resources, land use, and transportation. The plan emphasizes sustainable growth, protection of property rights, and addressing challenges such as water scarcity, housing shortages, and infrastructure needs.

The meeting included discussion and acceptance of the agenda and minutes from the previous meeting with a correction regarding the required exercises. Several entities will be testing plans with full scale and table top exercises. Kidron discussed a real life scenario concerning a missing resident. The committee discussed the possibility of pursuing field trips in the future.
