This document outlines the Planning Goals (2025-2030) for Thompson Rivers University, establishing a clear and measurable framework to guide the institution through the second half of its Envision TRU (2020-2030) period. It focuses on ten interdependent goals across key areas including academic excellence, student access and success, research impact, reconciliation and partnership, sustainability, innovation, financial strength, and workplace wellness. The plan is designed to support institutional success, accountability, coherence, and disciplined decision-making during a period of transformation, ultimately building the university's future vision.

The meeting agenda for the Board of Governors included several key items across multiple sections. The start of the meeting featured a territorial acknowledgment and introductions, including Dr. Gordon Binsted as the incoming Provost and Vice-President Academic. A recognition of excellence was planned for Dr. Melba D'Souza. Key decisions involved the adoption of the agenda and disclosures of conflict of interest. Under reports, the Board Chair reported on the election results and commented on an unsanctioned trespass incident on campus, which the Chancellor also addressed. The Finance Committee report included updates on the 2025-2026 financial status, including a Deficit Mitigation Update, and proposed annual increases to domestic and international tuition and fees for decision. A notice of motion was planned for Procurement policy revisions. The board approved the government's mandate letter, the audited financial statements for the year ended March 31, 2025, TRU Bold, revisions to the Terms of Reference for the Environmental Sustainability Advisory Committee, the 2024/25 Institutional Accountability Plan and Report, and the 2025 Campus Master Plan refresh. There were discussions on the Student Full Time Equivalent Summary Report for fiscal year 2024/25, Harassment and Discrimination Prevention, and revisions to regulations in Policy BRD 17-01. The board also reviewed President's Reports to Senate and received a spring 2025 enrolment update.

The board approved the Statement of Financial Information and discussed the Q1 Results during the presentation on Future TRU and Deficit Mitigation Plan. The President's Report covered the budget and strategic planning, including the Annual Report on the Implementation of the Sexualized Violence Policy and Policy ADM 32-0 Responsible Use of University Space. Senate presented recommendations for approval, including a Category III Proposal for a Technical Theatre Certificate, formation of a New Department of Data Science, and division and transition within the Counselling, Academic Supports, and Assessment (CASA) Department. The board also accepted the budget mitigation plan as presented.
