The meeting included a presentation and discussion on historic preservation, covering topics such as the National Historic Preservation Act of 1966, Secretary of Interior Standards, and sustainability practices for historic buildings. Alternative materials for wood replacement, windows, siding, porches, roofs, doors, and garage doors were discussed. The Historic Homes Tax Credit, research tools, and the differences between the State and National Registers of Historic Places were also reviewed.

The commission reviewed and acted on an application to conduct a regulated activity for the construction of a residential home. They also reviewed and acted on an application for the construction of a single-family residence, detached garage, driveway, in-ground pool, retaining wall, placement of fill, grading and landscape construction within the 100' upland review area, including discussions on preserving trees and managing invasive species. The commission also discussed committee, representative, and staff reports, as well as the 2026 meeting calendar.

The board discussed reducing the cash allocation policy from 4% to 3%. The final changes to the Town pension document were reviewed and approved, incorporating evergreen language for the mortality tables and tying interest rates to the discount rate. The pension liaisons reported on gross payrolls for retirees in both the town and fire departments. An update was provided on the defined benefit and contribution plans, including the number of participating employees and total assets. The investment advisor reviewed wealth management perspectives and the market outlook, noting the DB plan's all-time high value and fiscal year-to-date performance. The plan administrator reported that ConnectiCare will no longer offer the Medicare Advantage plan to retirees, necessitating a change to a Medicare supplemental plan.

The meeting included a report on the OSPHNB ARPA Mental Health Grant for July and August 2025, which detailed the number of unduplicated clients served through bereavement groups, community outreach, and individual meetings. The board corrected and approved the OSPHNB Wellness Provider Contract commencing on July 1, 2025. Additionally, the board approved the clerk's invoice, reimbursement for the Wellness nurses' invoices, and the Estuary ARPA invoices for July and August. A donation was approved for a Suicide Prevention and Awareness Month event.

The meeting included discussion of APA registrations, noting that they are valid for 5 years and renewal time is approaching, with three properties having already submitted applications for re-registration. The 2026 Meeting Calendar was also approved.
