The Eagan Climate Action Plan is a comprehensive roadmap for reducing greenhouse gas (GHG) emissions and strengthening community resilience. The plan targets a 55% reduction in community-wide GHG emissions by 2035, 100% renewable electricity for municipal buildings by 2035, and aims for net-zero GHG emissions community-wide by 2050. It seeks to improve community health and well-being, enhance greenspace and ecosystems, and bolster economic resilience.

This document is a Climate Vulnerability Assessment for the City of Eagan, serving as a baseline document to inform a future Climate Action Plan. It details climate change trends and projections, identifies specific climate risks to the population (including vulnerable groups such as children, older adults, and individuals under economic stress), and analyzes risks to critical infrastructure like housing, stormwater management, transportation, and power distribution. The assessment aims to prioritize adaptive strategies and enhance community resilience by outlining the most sensitive climate risks for the city.

The primary focus of this document segment was the recognition of City Planner Mike Ridley for his 30 years of service to Eagan, concluding with his retirement. Comments from the Mayor and others highlighted Mr. Ridley's extensive contributions, including overseeing the city's transformation, managing over 200 unit subdivisions, the development of The Promenade shopping center, and the redevelopment of Cedar Grove and Central Park Commons. He was repeatedly praised for his institutional knowledge, problem-solving abilities, honesty, and sense of humor. Mr. Ridley acknowledged his colleagues and the City Council's support during his tenure.

This document introduces the special areas within the City of Eagan's 2040 Comprehensive Plan.
