The meeting included the presentation of citations and proclamations to honor key county initiatives and personnel. Key topics included the retirement of the Children and Youth Services fiscal technician supervisor, the recognition of the Children and Youth Services department for achieving full compliance in a state review, the proclamation of April as Child Abuse Prevention Month, the proclamation of April as Sexual Assault Awareness Month, and the proclamation of April 19-25 as National Library Week to celebrate the community's local libraries.

The meeting involved the casting of lots for candidates running for Elk County Democratic Committee Member and Elk County Republican Chairperson. Administrative items were also addressed, including the deadline for candidates to withdraw from the ballot and information regarding the upcoming primary election.

The board discussed and issued proclamations recognizing Bleeding Disorders Awareness Month and Pennsylvania 4-H Week. Additionally, the commissioners approved a contract renewal for software support for the District Attorney's office, authorized a contract for an HVAC control system, appointed a new member to the Area Transportation Authority board, approved veteran burial benefits and headstones, and granted a request to display a banner on the courthouse lawn for a local school event.

The meeting featured a presentation from the PA Treasury regarding financial programs such as Unclaimed Funds, PA 529, Keystone Scholars, PA Able, and Invest. The Board approved revisions to CDBG applications for the Ridgway Borough Curb Cut Project for fiscal years 2022 and 2023. Additionally, a renewal contract was approved with Maximus U.S. Services, Inc. for cost allocation plan preparation and consulting services. The Court Administration received approval for a software and support contract renewal with For The Record, and the Department of Veteran Affairs obtained authorization for veteran and spouse burial benefits as well as veteran headstones. The Board also noted correspondence regarding a permit application for waterway obstruction and encroachment for road crossings in Benezette Township.

The board approved recruitment and retention incentive payments for the Children and Youth Services office, supported by state funding. Additionally, the board approved updated job descriptions for positions within Children and Youth Services and the Sheriff's office to ensure compliance and role accuracy. Furthermore, a reorganization of the Domestic Relations section was approved, involving the reconfiguration and elimination of certain positions in response to evolving workload complexities and a decrease in caseload.
